My name is Victoria Oliver. As the youngest daughter of a proud military family, I grew up in the District of Columbia, Maryland, and Virginia. During my high school years, I attended St. John’s College High School in Northwest Washington DC where I developed an interest in history, government, and politics. As a three-sport athlete and team captain, I earned a 4.2 GPA and was a member of the National Honor Society and Art Honor Society. I was also a WCAC 2x Basketball Champion and City Title Champion. Those experiences taught me discipline, resilience, and leadership. Experiences that led me to Columbia University, where I earned my Bachelor of Arts in Political Science while competing for the Columbia Women’s Basketball program. As a Division I student-athlete and team captain, I became one of the program’s top all-time scorers, earning recognition including No. 5 All-Time Leading Scorer, eight-time Ivy League Weekly Honor Roll selection, All-Ivy Academic Team honors, and Second Team All-Ivy.
As a high school student, I was a three-sport athlete, and my love for basketball, coupled with my desire to pursue a legal career, led me to Columbia University. I graduated from Columbia University with a Bachelor of Arts in Political Science and had the honor to play for Columbia’s Women’s Basketball team. At the culmination of my collegiate basketball career, I retired as the 5th all-time leading scorer and an 8-time Ivy League Honor Roll selection. Those accomplishments are meaningful not just because of the numbers, but because they represent years of teamwork, perseverance, and leadership. I learned that winning is never about one person — it is about building a team that believes in a shared goal.

After Columbia, my commitment to service led me to law school. I earned my Juris Doctor from Seton Hall University School of Law, concentrating in Law & Technology and Entertainment & New Media. During that time, I served as a Tax Law Research Assistant and a Student Advocate in the Employment Discrimination Clinic, contributing over 50 hours of pro bono legal service.
At just 25 years old, I stepped into a leadership role as Chief of Legal Operations and Compliance at DigiFlight Incorporated, a growing aerospace and technology company. My responsibility was not simply to join a team, but to help build systems and operations from the ground up.
Today, I oversee a portfolio spanning cybersecurity, aerospace, artificial intelligence, and advanced technology contracts supporting the Department of Defense, NASA, and major commercial partners. I also help guide the work of affiliated organizations focused on delivering innovative solutions that strengthen national security and technological advancement.
But my life has never been defined solely by professional success.
Service is part of who I am. Through mentorship programs, I work with aspiring students and young professionals pursuing careers in law, technology, and business. I volunteer in programs supporting students, families, and veterans, and I remain committed to giving back to the communities that shaped me.
I also continue to pursue my passion at the intersection of sports, mentorship, and law. As a certified NBPA agent, I work to support and advocate for athletes, and I am currently pursuing NFLPA and WNBA agent certification.
Because the challenges facing communities like Bowie require leaders who understand infrastructure, technology, fiscal responsibility, and long-term economic development, I bring a perspective shaped by experience in law, business, and innovation. We are living in a time where cybersecurity, artificial intelligence, and data infrastructure will shape the future of our cities and local economies. Bowie has an opportunity not just to keep up — but to lead. As a homeowner in Bowie, I understand the concerns families face every day — rising costs, strong schools, safe neighborhoods, and a government that listens and delivers.
That is why I am running for Mayor of Bowie.
I believe we can bring new opportunity to our community, strengthen our infrastructure, and ensure that our tax dollars work for the people who live here — delivering real results for homeowners and families.
My entire life has prepared me for this moment. I have competed at the highest levels, studied at the highest levels, worked inside a growing technology enterprise, and served my community every step of the way.
And I am ready to bring that same energy, discipline, and commitment to the people of Bowie.
Because when we work together — and when we lead with integrity, courage, and vision — there is nothing this community cannot accomplish.

As a 25-year-old young lawyer fresh out of law school, I welcomed the challenge of becoming the first General Counsel of DigiFlight Incorporated and its associated Subsidiaries, Camelot and Phoenix, which required me to cultivate the corporation’s legal department from its inception. As General Counsel, I have the pleasure of managing a contract office and a portfolio of cybersecurity, aerospace, and technology contracts supporting the Department of Defense (DOD), NASA, and Intelligence Community (IC), and commercial infrastructures. Additionally, in my dual role as Chief Ethics and Compliance Officer, I developed DigiFlight’s Ethics and Business Conduct Policy and procedures and maintain compliance with our newly developed ethics program. Throughout my career, service and mentorship to others have remained at the forefront of my aspirations. Through DigiFlight’s mentorship program, I provide legal mentorship and guidance to aspiring legal scholars and entrepreneurs.

As a devotee member of the Step Ahead Program I continue to serve as a tutor, homeless shelter, and nursing home volunteer. My undying passion for basketball has allowed me the opportunity to mentor the youth in the pursuits of their own athletic careers. My hopes are to be your Mayor and bring organizations to our community that will relieve homeowners like myself from tax relief.

Strategic Leadership and Vision
My experience working in my family business since I was nine years old taught me that all employees were treated like family, and we also served shelters as a family. I live here and understand that cybersecurity, data centers, and infrastructure are current challenges that, if navigated properly, can reward Bowie with opportunities. My experience with my family’s technology company will help forge the path for proper taxation, making sure monies provide resources to the community, and allow for future development plans for our children and the elderly.
I want Bowie to win and become a place where we all feel that our tax dollars are working for us.
What Makes a Good Mayor?
I come from leaders, and both of my parents and many ancestors have served. My Dad was an LTC in the Army, a pilot, and my mom performed Signal Communication Services. I had the privilege of travelling around the world, learning about different cultures and ways of life. I must tell you I have lived in many places, but there is nothing like Bowie. My life here is precious, and I want to make a difference here. Please let me.
